Packard carburetor. I believe this would be for some 28 and 29 Models.

It looks to be in pretty good condituon. The throttle moves as it should. The choke does not move. I think the choke control thing is actually what is stuck. I am far from an expert on Packard stuff so check out the pictures and ask any questions that you may have.
